Estimator / Tendering Engineer - Infrastructure - Dublin

Experience: 3-10+ years' experience as an Estimator or Tendering Engineer (Water, Civils, or Process Utilities preferred)

Our client is a leading transportation and infrastructure specialist delivering major civil engineering and water projects across Ireland.

Due to securing two major new contracts and expanding their pre-construction pipeline, two Water Estimators / Tendering Engineers are required immediately to lead bid preparation for incoming water infrastructure and civil engineering packages.

Based full-time out of the Cookstown office in Tallaght, they will manage the full tendering process, analysing scope, developing first-principles cost estimates, and securing profitable works.

Lead the preparation of first-principles cost estimates and competitive tender submissions for water treatment, process utility, and civil infrastructure projects

Analyse drawings, specifications, employer requirements, and contract documents to establish accurate tender cost plans

Manage the complete bid lifecycle from initial tender enquiry through to final submission and post-tender negotiations

Source, analyse, and negotiate competitive subcontractor, supplier, and specialist process equipment quotations

Identify tender risks, scope gaps, assumptions, and value engineering opportunities, incorporating mitigation strategies into pricing

Interface with client teams, design consultants, and internal operations to clarify scope and attend tender review meetings

Maintain cost databases, historical benchmark rates, and market pricing for water and civils packages

Present detailed bid reviews, risk registers, and commercial strategy to senior management prior to submission

Requirements

Degree (Level 8) in Civil Engineering, Quantity Surveying, Construction Management, or relevant discipline

3-10+ years' experience as an Estimator or Tendering Engineer in Water, Civils, or Utility Contracting

Strong knowledge of first-principles estimating across civil engineering, earthworks, pipework, and process water infrastructure

Familiarity with standard civil engineering contract forms (Public Works Contracts, NEC, FIDIC)

Proficiency in MS Office and estimating software tools

Strong commercial acumen, attention to detail, and communication skills

Full clean driver's licence
