Experience: 3-5+ years' M&E Estimating / Pre-Construction experience in water, wastewater, or utilities infrastructure

Our client is a leading civil engineering and infrastructure contractor delivering major capital projects across the water, wastewater, marine, and utilities sectors throughout Ireland and the UK.

An M&E Estimator is required to join their pre-construction team in Charleville, Co. Cork, supporting bid management, cost planning, and tender submission for high-profile MEP water and wastewater treatment packages.

Reporting to the Estimating Manager and collaborating closely with engineering design leads, they will review M&E specifications, evaluate equipment take-offs, manage supplier enquiries, and undertake value-engineering to deliver competitive bid proposals.

Prepare detailed cost estimates, target budgets, and tender submittals for Mechanical & Electrical packages across water and wastewater infrastructure schemes

Review and analyse engineering design drawings, P&IDs, equipment schedules, and tender specifications

Develop and issue detailed tender enquiry packages to M&E subcontractors and specialist equipment manufacturers

Evaluate subcontractor and supplier quotations, conducting commercial and technical comparisons to select optimal solutions

Collaborate with internal process and design engineering teams to formulate value-engineering options and cost-optimized bid strategies

Perform material take-offs and detailed cost breakdowns for mechanical plant, pipework, electrical distribution, and ICA (Instrumentation, Control, and Automation) equipment

Review client main contract conditions and identify potential commercial, technical, or contractual exposures

Participate in tender adjudication meetings, pricing strategy reviews, and post-tender client negotiations

Assist project procurement teams post-award in transitioning M&E package budgets to live contract execution

Requirements

Degree (Level 8) in Mechanical Engineering, Electrical Engineering, Quantity Surveying, Construction Economics, or a related technical field

3-5+ years' post-graduate experience in M&E estimating, cost planning, or pre-construction engineering

Proven background in water/wastewater infrastructure, utilities, or heavy mechanical/electrical processing environments

Solid technical knowledge of mechanical and electrical plant equipment standard to water and wastewater treatment facilities

Advanced proficiency in Microsoft Excel and estimating software applications

High level of organization, with strong analytical, numerical, and stakeholder management skills

Full, clean Irish or EU driving licence and existing legal entitlement to work in Ireland (EU Passport or Stamp 4)
