Senior Contracts and Commercial Consultant - Transport Infrastructure Scope - Dublin

Office/Project Location: East Wall

Employment Type: Contract (12-Month Initial Duration, strong possibility to extend up to 5-12 years)

Work Location: Hybrid (2-3 days on-site/client location driven by client needs)

Pay: Hourly Rate €45 - €50 per hour

Experience: 10+ years' post-graduate transport infrastructure experience (5+ years in tunnels under Tunnel Safety Directive, 3+ years in O&M oversight)

Visa: EU passport or Stamp 4 visa required

Our client is a global engineering and management consultancy providing technical, commercial, and contract administration services for national transport infrastructure authorities under major long-term infrastructure commissions.

The Senior Contracts and Commercial Consultant is required to support the Commission Manager in leading commercial oversight, budget management, and NEC4/PPP contract administration across major operational infrastructure and public-private partnership schemes.

Based in Dublin with a hybrid presence in East Wall (2-3 days per week), they will manage cost verifications, evaluate compensation events, conduct compliance audits, and act as the Authority's Representative for delegated commercial functions.

Lead budget and cost management services, including cost estimation using tendered rates, verification of payment requests, and issuing formal payment recommendations

Assess and verify contractor payment applications, ensuring sums are contractually due, represent value for money, and maintain auditable records

Execute NEC4 Term Service Contracts (TSC) and PPP contract administration, performance monitoring, operational supervision, and technical deliverable reviews

Draft formal contractual responses, correspondence, task orders, variation notices, and compensation event assessments

Conduct periodic audits, site inspections, and compliance checks on operations, maintenance, and asset management processes

Advise client leadership on commercial strategy, contract administration decisions, procurement documentation, and ad hoc service provision

Evaluate commercial contractor submissions, including complex Task Orders, Compensation Events, and extension of time claims

Act as Authority's Representative for assigned delegated functions across active operational contracts

Monitor compliance with Safety Directive obligations across the national road network, provide traffic data reporting, and participate in live/tabletop emergency exercises

Requirements

Level 8 Degree (NFQ/QQI accredited) in Civil, Structural, Mechanical, or Electrical Engineering, Quantity Surveying, Cost Management, Business, or Contract Management

10+ years' post-graduate experience working on major transport infrastructure projects

Minimum 5 years' experience specifically working within tunnels covered by the EU Tunnel Safety Directive

Minimum 3 years' post-graduate experience in the oversight and monitoring of operations & maintenance (O&M) activities for complex operational infrastructure

Core competencies in Tunnel/Motorway Operations & Maintenance, Asset Management, Procurement, and Auditing/Compliance

Demonstrated expertise in NEC4 (TSC) and PPP contract administration

Exceptional written and verbal communication skills, with a full clean driver's licence

Package

Hourly Rate €45 - €50 per hour

12-month contract with strong possibility to extend for 5- 12 years
